Lia arrived with the rest of her team in November 2013, playing helpful good cop to Owen's less-than-friendly cop. She and her team soon took over the Inner City, though how they ousted the Animus is yet to be revealed, and they may or may not have killed the former scientists living in the tunnels. She's spoken with and given information to several of the residents of Adstringendum, as well as meeting with many in person during the D&D and Jurassic Park events. It remains to be seen is if she's really as helpful as she seems to try to be.
